Subject     :     Plant Shutdown for Installation of Product Quality
                  Improvement Unit and Vapor Recovery Unit required
                  by Ministry of Energy

Rayong Purifier Public Company Limited ("RPC") would like to
inform that our refinery will be shutdown for approximately 14 days,
starting 18 August 2008, to install Product Quality Improvement
Unit and to install Vapor Recovery Unit in accordance with the
Ministry of Energy's Regulation to be effective in March 2009.

During this shutdown we are not only prepare in advance for the
up-coming regulations of the Ministry of Energy which will benefit
to the environment and public health, but we, at the same time,
will also improve plant capability and efficiency in producing
better quality products.

However, we already reserved enough finished products to supply
to our customers during this period. Therefore, we are certain
that this shutdown will not disturb either our normal business
operations or overall performance of the Company. Our customers
were well informed about this shutdown.
